In de tussenoorlogse periode worden het begin en het einde van de lesperiodes tijdens de eerste twee studiejaren van de Militaire School op een automatische manier aangekondigd door een bel gemonteerd boven het uurwerk van de grote koer (blok F), door de leerlingen 'l’oeil de Moscou' genoemd. De belsignalen dringen blijkbaar niet door tot de lokalen van de Applicatieschool, in die tijd het exclusieve domein van de leerlingen van de Artillerie en de Genie, want de studies Infanterie en Cavalerie duren maar twee jaar.
Om aan dit fundamentele gebrek te verhelpen, wordt een handbel geïnstalleerd in de tuin van de Applicatieschool (gevel van blok Q), op tijd en stond bediend door een knecht. De foto toont Mr. Mertens, klokkenluider van de Applicatieschool.
